State Quota, Private Management Quota and NRI Quota route rules
The bulletin separates eligibility and choice access by seat route. Each route below should be checked before registration and payment.
West Bengal State Quota seats
The candidate or the candidate's parent must be domiciled in West Bengal.
A valid domicile certificate must be produced in original during document verification.
Only after successful verification, the candidate can be considered for online choice filling and allotment under State Quota.
West Bengal domicile candidates can also participate in Private College Management Quota seats if otherwise eligible.
Private College Management Quota seats
Management Quota seats in private medical and dental colleges are filled through WBMCC online counselling.
Candidates who are not domiciled in West Bengal and are not opting for NRI quota can participate for Management Quota seats.
Domicile certificate is not required for Management Quota admission, but other original documents must be verified.
Management Quota allotment is based purely on combined NEET UG 2026 merit rank; caste and PwD reservation do not apply in these seats.
NRI Quota seats
NRI Quota candidates must be NEET UG 2026 qualified and must satisfy the applicable NRI eligibility directions and MCC notice requirements.
A candidate who opts for NRI Quota cannot opt for State Quota or Management Quota seats in WBMCC counselling.
OCI card holders may apply as NRI quota candidates or as Indian candidates, but once registered in one route they cannot switch back to the other route.
NRI candidates do not undergo pre-choice fill-up verification; original document verification happens at admission stage as specified by the bulletin.
West Bengal domicile
Domicile certificate rules for WBMCC State Quota
State Quota participation requires West Bengal domicile through the candidate or parent route. The original certificate must be produced during document verification.
Proforma a1
For candidates residing in West Bengal continuously for at least the last 10 years as on 31 December 2025.
The candidate must have passed Class 10 or equivalent and Class 12 or equivalent from West Bengal.
Proforma a2
For candidates residing in West Bengal continuously for at least the last 10 years as on 31 December 2025.
The candidate must have passed the 10+2 examination in 2026 from West Bengal.
The certificate must be signed and certified by the Headmaster, Principal, Director or Head of the institution in West Bengal from which the candidate passed 10+2 in 2026.
Proforma b
For candidates who have not themselves resided in West Bengal continuously for the last 10 years as on 31 December 2025, but whose parent is a permanent resident of West Bengal and has lived continuously in West Bengal for at least the last 10 years.
If the parent's domicile is used, the candidate must produce any two original ID proofs of the concerned parent from Voter ID, Aadhaar Card and Passport, showing a West Bengal residential address.
West Bengal e-district domicile
A valid applicable domicile certificate obtained from the West Bengal e-district portal is accepted as proof of domicile.
The bulletin refers to the e-district portal at https://edistrict.wb.gov.in/PACE.
Who can certify the domicile form
District-level administrative officers such as District Magistrate, Additional District Magistrate, Deputy Magistrate, Deputy Collector, Sub Divisional Officer and Block Development Officer may certify applicable domicile proformas.
Police officers such as Superintendent of Police, Additional Superintendent of Police, Deputy Superintendent of Police and Sub Divisional Police Officer may certify applicable domicile proformas.
Police Commissionerate officers such as Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner and Assistant Commissioner may certify applicable domicile proformas.
Judicial Magistrates of any rank in the concerned district or metropolitan locality, the High Court at Calcutta and the Supreme Court of India are listed as competent authorities.
Corporation-area officials such as Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner and Assistant Commissioner are listed as competent authorities.
Assistant Secretary or above in the Secretariat of the Government of West Bengal, including GTA, or Central Government may certify applicable domicile proformas.
Deputy Director or above in the Directorate of the Government of West Bengal or Central Government may certify applicable domicile proformas.
The certifying official must provide full name, designation, place of posting with address, landline or mobile number and identity card number if available.
Certificates from people's representatives such as councillors, panchayat members, GTA members, MLAs or MPs are not accepted.
Eligibility checks
Category, PwD, academic, age and medical fitness rules
The bulletin defines how West Bengal certificates, NEET percentile, PwD verification, 10+2 marks, age and fitness are applied.
OBC certificate and NCL rule
A candidate who declared UR or EWS in NEET UG 2026 but has a valid OBC certificate issued in West Bengal and a valid NCL certificate issued on or after 01 April 2026 can declare OBC during WBMCC registration.
If the OBC certificate was issued before 01 April 2026, the NCL certificate must be issued by the same authority who issued the earlier caste certificate.
A West Bengal domicile OBC candidate who belongs to creamy layer, or who cannot provide proper NCL support, is considered Unreserved for State Quota allotment if the UR cutoff is satisfied.
Other-state category certificate rule
A candidate with SC, ST, OBC or EWS certificate from another state is treated as Unreserved for West Bengal State Quota counselling.
Such candidate may participate for UR State Quota seats only if West Bengal domicile and UR cutoff requirements are satisfied.
Such candidate may participate for Management Quota seats as per combined NEET UG 2026 rank.
EWS certificate rule
West Bengal domicile EWS candidates are considered reserved category candidates for State Quota only after successful verification of the EWS certificate.
The EWS certificate must be issued on or after 01 April 2026 by the appropriate authority in the appropriate WBMCC format.
Caste verification authority
Caste certificates are verified by officers nominated by the Backward Classes Welfare Department, Government of West Bengal.
Such verification can occur during pre-choice fill-up verification and again during post-allotment admission verification.
PwD verification
PwD eligibility is considered only for candidates within the 21 benchmark disabilities under the Rights of Persons with Disabilities Act, 2016 and applicable cutoff limits.
PwD status must be verified through the Primary Medical Assessment Board of NRS Medical College, Kolkata, or other centers designated by MCC, New Delhi.
NRS Medical College address in the bulletin: 138, AJC Bose Road, Kolkata 700014.
A certificate from any institute other than the designated MCC centers mentioned in the official notice dated 07 August 2026, Ref. U-11011/07/2026-MEC, is not considered for West Bengal NEET UG 2026 PwD eligibility.
10+2 marks rule
UR and EWS candidates must have 50 percent marks in Physics, Chemistry and Biology taken together in 10+2.
UR-PwD and EWS-PwD candidates must have 40 percent marks in Physics, Chemistry and Biology taken together in 10+2.
SC, ST and OBC candidates, with or without PwD status, must have 40 percent marks in Physics, Chemistry and Biology taken together in 10+2.
Candidates must also pass Physics, Chemistry, Biology and English individually in the 10+2 examination.
Age rule
The candidate must be at least 17 years old by 31 December 2026.
The candidate's date of birth must be on or before 01 January 2010.
Medical fitness certificate
The medical fitness certificate format is provided on the counselling website.
The candidate must obtain medical fitness in the prescribed format from a Registered Medical Practitioner.
Medical fitness is an essential admission criterion after allotment.
Fee and deposit
WBMCC counselling fee and private-college security deposit rules
The registration fee is non-refundable. Private college State Quota and Management Quota choices require the applicable security deposit mentioned in the bulletin.
Counselling fee for UR candidates
Rs. 2,000
Non-refundable online counselling fee.
Counselling fee for SC, ST, OBC, PwD and EWS candidates
Rs. 1,500
Non-refundable online counselling fee.
Security deposit for Private College State Quota choices only
Rs. 2,00,000
One-time security deposit for private college state-quota choice filling, subject to the bulletin rules.
Security deposit for Private College Management Quota choices
Rs. 5,00,000
Applies for Management Quota choices, with or without Private College State Quota choices, subject to the bulletin rules.
Refund, fresh payment and forfeiture rules
Security deposit is adjusted with the course fee if the candidate gets allotment in the relevant Private College State Quota or Management Quota seat.
Security deposit is returned after completion of the whole counselling process if no allotment is made in favour of the candidate as per inter-se merit.
Security deposit is returned after completion of the whole counselling process if the candidate surrenders the seat in Round 1 or Round 2 phase as per applicable schedule.
Security deposit is returned after completion of the whole counselling process if the candidate remains non-reported in Round 1, because free exit is allowed in Round 1.
A candidate who requests initialization and re-registers for a subsequent round has to pay registration fee and applicable security deposit afresh; the previous security deposit is refunded later and the registration fee is forfeited.
A candidate who does not appear for pre-choice physical document verification may need to pay registration fee and applicable security deposit afresh to reappear in a subsequent round.
Registration fee is not refunded after registration and payment, whatever the case may be.
Security deposit is forfeited from Round 2 onwards if the candidate remains non-reported.
Security deposit is forfeited if any document or certificate is found fake or forged during pre-choice verification or admission verification; candidature is rejected and police FIR may be lodged.
Document checklist
State Quota, Management Quota and NRI document rules
The bulletin requires original documents and one set of self-attested photocopies during physical verification, except where the NRI route follows the separate admission-stage process.
State Quota document checklist
Candidate Profile Letter and online payment receipt generated after successful payment.
Domicile certificate in proforma a1, proforma a2 or proforma b, or a valid domicile certificate from the West Bengal e-district website.
Parent ID proof, if parent domicile is used: any two original IDs from Voter ID, Aadhaar Card and Passport showing West Bengal address.
Applicable caste certificate issued in West Bengal.
NEET UG 2026 admit card.
NEET UG 2026 rank card.
PwD certificate issued or verified through the MCC-designated online-link centers, if applicable.
Age proof showing eligibility as 17 years by 31 December 2026.

Management Quota document checklist

NRI Quota document rule
NRI Quota documents must follow the MCC, New Delhi notice dated 27 May 2026 bearing memo U-11011/07/2025-MEC.
NRI candidates submit and verify original documents at the admission stage as specified in the WBMCC bulletin and subsequent notices.
The admitting college or designated admission authority may send scanned NRI documents to MCC and the concerned mission or embassy for verification.
False, forged or misleading NRI information can lead to summary rejection of candidature.
Counselling flow
Online registration, verification, choice filling and allotment flow
The WBMCC process begins at registration and payment, then moves through physical verification, choice filling, choice locking, software allotment and final reporting.
Step 1
Online registration, application and fee payment
Candidates apply through the online link on https://wbmcc.nic.in within the scheduled time.
The candidate enters NEET UG 2026 roll number, application number, name, mother's name and date of birth.
If the record matches NTA data handed over through the Ministry of Health and Family Welfare, the candidate can proceed with registration.
Registration details can be unlocked and edited before payment, but no unlocking is allowed after payment.
Payment once made for NEET UG 2026 counselling is non-refundable; candidates should check bank account status before trying again after a payment error.
Successful payment generates a Candidate Profile Letter with transaction and verification details.
Step 2
Pre-choice physical document verification
After the Candidate Profile Letter is generated, candidates can see the document-verification venue, date and time slot.
Candidates must attend physically at the designated venue with original credentials and one set of self-attested photocopies, except NRI candidates as specified in the bulletin.
After successful verification, the candidate receives a server-generated verified certificate.
Only candidates included in the published verified list can fill choices for the round, except NRI candidates as specified in the bulletin.
Step 3
Choice filling and choice locking
Verified candidates log in through Candidate Registration and Login using roll number and password.
Available choices are shown according to the candidate's eligibility and seat route.
NRI candidates cannot see State Quota or Management Quota choices, and State Quota or Management Quota candidates cannot see NRI choices.
Non-domicile candidates eligible only for Private Management Quota can see only the relevant management seats.
Candidates can move, interchange, delete and arrange choices in the choice basket.
Choices must be saved and finally locked with password; only locked choices are processed for allotment.
If choices are saved but not locked, the system auto-locks them after the choice-locking period ends.
Step 4
Allotment result, final verification and admission
Allotment is based on inter-se merit and candidate eligibility including caste, PwD status and seat-route category.
Allotment is provisional until final physical document verification at the allotted college is completed.
The allotted candidate must report within the stipulated time with original documents and requisite college fee.
Failure to appear for physical reporting with original documents and college fee makes the candidate non-reported.
If essential documents are lacking at allotted-college verification, the candidate may become ineligible for further rounds and can be out of the counselling process.
Verification outcome
What happens when domicile, category, PwD or documents fail verification
The bulletin explains how the candidate status changes after invalid certificates, missed physical verification, missing essential documents or final college-level verification issues.
If a candidate fails to provide a valid domicile certificate during verification, candidature is cancelled for that round.
If the candidate still wants to participate for Management Quota seats in a subsequent round, the candidate has to request initialization in writing before the nodal officer and then register afresh with applicable payments.
If SC, ST, OBC, EWS or PwD status is declared but valid supporting documents are not produced, the candidate may be considered under changed category or non-PwD status for the entire counselling process if otherwise eligible.
If the candidate refuses to participate under the changed caste or PwD status after failed verification, the verifying authority may reject the candidate.
At final college-level verification after allotment, if caste or PwD documents are inadequate, the reserved or PwD seat can be cancelled for that round and the candidate may be considered in a changed category in later rounds if still eligible.
This changed-status facility is available only up to Round 3 and not in the Online Stray Vacancy Round.
Round-wise rules
Round 1, Round 2, Round 3 and Online Stray Vacancy counselling rules
Round eligibility depends on registration, verification, choice filling, allotment, reporting, willingness, surrender and earlier non-reporting status.
Round 1 counselling
A candidate who does not register, fill choices and save or lock choices is not considered for Round 1 allotment.
Locked choices alone are processed for allotment; saved but unlocked choices are auto-locked after the locking period.
A Round 1 admitted candidate must submit willingness for participation in the subsequent round if the candidate wants to remain eligible for Round 2.
Round 1 non-reported candidates are allowed to appear in Round 2 without fresh registration and without fresh counselling fee or security deposit payment.
Candidates cancelled due to missing essential documents, surrendered after admission, or found to have submitted misinformation, falsification or fabricated documents are out of further counselling.
Round 2 counselling
Already verified candidates who were admitted in Round 1 and submitted willingness can participate in Round 2.
Already verified candidates who were not allotted in Round 1 due to merit position can participate in Round 2.
Candidates verified in Round 1 but failing to provide choices can participate in Round 2.
Round 1 allotted but non-reported candidates can participate in Round 2 without fresh registration payment or fresh security deposit.
Fresh registration, fee payment, profile-letter generation and physical verification are allowed in Round 2 for eligible candidates who did not complete these steps in Round 1.
Candidates admitted in Round 1 but not providing willingness for Round 2 are not allowed in Round 2 counselling.
Candidates who surrendered after admission in Round 1 or Round 2 are not allowed further; they are out of counselling.
Round 3 counselling
Fresh registration and applicable payment are allowed in Round 3 for eligible candidates who did not complete earlier rounds due to any cause.
Successfully verified candidates who remain not allotted until Round 2 can directly fill fresh choices in Round 3 without paying counselling fee again.
Already verified candidates from Round 1 or Round 2 who failed to provide choices can participate in Round 3 without paying counselling fee again.
Round 2 non-reported candidates can participate in Round 3 after paying counselling fee and security deposit again as applicable.
Registered candidates who do not fill choices in Round 3 are not allowed in Round 3 counselling.
Candidates admitted in Round 3 are not allowed further participation and are not allowed to surrender during counselling.
Round 3 non-reported candidates are out of counselling and applicable security deposit is forfeited.
No choice upgradation is allowed in Round 3.
Online Stray Vacancy Round
Fresh registration is allowed for new candidates and initialized candidates who remain otherwise eligible.
Freshly eligible candidates may participate if cutoff is lowered by NTA or Government of India.
Registered but non-allotted candidates until Round 3 can participate directly without paying counselling fee or security deposit again.
Candidates who remain not reported in Online Stray Vacancy Round are out of the counselling process and applicable security deposit is forfeited.
Candidates admitted or joined in the Online Stray Vacancy Round are not allowed to surrender seats or appear further in counselling.
No choice upgradation is allowed in the Online Stray Vacancy Round.

Seat surrender, conversion, donor seats, central pool seats and undertaking rules
These rules matter after allotment and before reporting, surrender, upgrade decisions or later-round planning.
Seat surrender rules
Seat surrender by an admitted candidate during Round 1 or Round 2 admission is allowed as per the seat-surrender schedule published on the counselling website.
Round 1 surrender during admission is allowed without penalty money as per the bulletin.
Round 2 surrender during admission is allowed with forfeiture of admission fees.
A candidate must apply in person before the admitted college for seat surrender and must receive the server-generated seat surrender letter.
If the surrender letter is not generated, the candidate's name may continue in the admitted-candidate list of that college.
A candidate who surrenders a seat is not allowed any further in the counselling process.
Seat surrender is not allowed from Round 3 counselling until the counselling process is over.
Seat surrender with payment of bond penalty is possible only after counselling of all rounds is over for the 2026-27 session.
Seat conversion rules
UR PwD vacant seats convert to UR in Round 3.
EWS PwD vacant seats convert to EWS in Round 3.
SC PwD vacant seats convert to SC in Round 3.
ST PwD vacant seats convert to ST in Round 3.
OBC PwD vacant seats convert to OBC in Round 3.
SC and ST seats may convert between SC and ST and vice versa in Round 3.
EWS vacant seats may convert to UR in Round 3.
No conversion of SC or ST seats to UR and no conversion of OBC seats to UR is possible without permission from the Backward Classes Welfare Department, Government of West Bengal.
Vacant NRI quota seats with no suitable candidate in Online Stray Round can be converted to Management Quota seats by the concerned college authorities only after official college request and permission from the Chairman, WBMCC.
Donor or trust quota seats
Certain donor or trust quota seats exist in government medical colleges in West Bengal for the 2026-27 session.
Examples mentioned in the bulletin include Madan Puraskar Guthi from Nepal for one seat each in Medical College Hospital Kolkata and R G Kar Medical College Kolkata.
The bulletin mentions Sura Shamsher Jung Bahadur Rana from Nepal for one seat in R G Kar Medical College.
The bulletin mentions MC Law-Pratima Devi Law-MN De legal heir for four seats in CNMC Kolkata.
The bulletin mentions Subarna Banik Samaj, B C Dey and B Dutta trust, for two seats in R G Kar Kolkata.
These seats are beyond the online counselling purview of WBMCC.
Central pool seats
The bulletin mentions certain central pool seats in a few government medical and dental colleges in West Bengal.
The bulletin lists 3 seats in BMC Burdwan, 3 seats in BSMC Bankura, 4 seats in NBMC Darjeeling and 4 seats in Dr R Ahmed Dental College and Hospital.
Recommendations are received from Government of India for eligible NEET UG 2026 qualified candidates such as families of terrorist attack victims, war victims, or State or UT categories where there is no medical or dental college at present.
Candidates must provide the essential documents required for admission.
These seats are beyond the online counselling purview of WBMCC.
Candidate undertaking
All candidates must sign an undertaking before admission.
The undertaking confirms that information provided during enrolment is true to the best of the candidate's knowledge.
If deliberate misinformation, falsification, fabrication of documents or unfair means is found, candidature is cancelled immediately.
A candidate cancelled for such reasons is not allowed to participate further in WB UG 2026 counselling.
Candidates must frequently visit https://wbmcc.nic.in because individual communication for future schedule and admission procedure may not be provided.
