West Bengal MBBS & BDS Counselling Information Bulletin

WBMCC conducts centralised online counselling for West Bengal State Quota MBBS and BDS seats, private medical and dental college Management Quota seats, and NRI Quota seats in eligible private medical colleges. NEET UG qualification is mandatory for every route.

Management Quota allotment is based on NEET merit. A candidate opting for NRI Quota cannot simultaneously participate for State Quota or Management Quota in the same counselling registration.

• Valid West Bengal e-District domicile certificate may be accepted when permitted by WBMCC.
• For parent-based domicile, produce the required original parent identity documents showing a West Bengal address.
• The original domicile certificate is checked during physical document verification.
• Date-based eligibility must be measured against the reference date prescribed in the current counselling notice.

The certifying officer should provide full name, designation, place of posting, address and contact information.

• The candidate or eligible parent must satisfy West Bengal domicile.
• NEET UG qualification is mandatory.
• Required academic eligibility, age and documents must be satisfied.
• Reservation benefits require valid West Bengal-issued certificates.
• Domicile and category documents are verified before choice filling and again during admission.

• Domicile is not compulsory; eligible candidates from any Indian state may participate.
• Seat allotment is based on NEET UG merit.
• No State caste or PwD reservation applies to Management Quota seats.
• Caste or PwD documents may still matter for NEET qualifying cut-off eligibility.
• Before locking choices, separately verify tuition fees, hostel fees, security deposit and payment mode with the college.

Private-college fee terms must be confirmed directly from the current official college and regulatory notices; WBMCC should not be treated as responsible for a private-college fee dispute.

• Only eligible NEET-qualified candidates satisfying the applicable NRI rules can participate.
• NRI, PIO and OCI candidates must follow current MCC and WBMCC document rules.
• NRI sponsorship documents may be verified by the concerned authorities, mission or embassy.
• False sponsorship or forged NRI documents can cause immediate cancellation.
• The usual flow is registration, fee payment, choice filling, allotment and document verification at admission.
• OCI candidates may apply under the route permitted by applicable law and current counselling instructions.

West Bengal now uses a single OBC category for this guidance page. The earlier OBC-A and OBC-B split must not be shown as the current counselling structure.

• A valid West Bengal-issued category certificate is required for State Quota reservation.
• OBC reservation is only for eligible Non-Creamy Layer candidates; creamy-layer candidates are not entitled to OBC reservation.
• The certificate must satisfy the validity date and format prescribed in the current WBMCC counselling notice.
• If valid OBC or NCL proof is unavailable, Unreserved status is possible only when the candidate otherwise meets the Unreserved NEET cut-off.
• Other-state SC, ST, OBC or EWS certificates do not ordinarily provide West Bengal State Quota reservation; such candidates are treated as Unreserved, subject to the Unreserved NEET cut-off.
• Certificates may be verified before choice filling and again during admission.
• Final reservation, seat conversion and category treatment remain subject to the latest Government and WBMCC notification.

• PwD eligibility must be established under the applicable benchmark disability rules.
• The certificate must be issued or verified through an MCC-designated disability assessment centre.
• IPGMER Kolkata may function as a designated centre when listed by MCC.
• A certificate from a non-designated institution may not be accepted.
• If PwD status is not verified, the candidate may be treated as non-PwD only if otherwise eligible.

• Physics, Chemistry, Biology or Biotechnology, and English must be passed individually as applicable.
• UR and EWS candidates generally require 50% in PCB.
• SC, ST and OBC candidates generally require 40% in PCB.
• PwD eligibility percentages must follow applicable NEET and NMC rules.
• The final eligibility standard must match the current NEET UG and WBMCC notice.

A candidate must have completed 17 years of age by 31 December of the admission year. For the 2026 admission year, the candidate should complete 17 years by 31 December 2026, subject to the final applicable NEET UG and NMC rules.

A medical fitness certificate in the prescribed format must be obtained from a Registered Medical Practitioner and produced during admission.

• The counselling fee is generally non-refundable and is paid online.
• Bank or payment-gateway charges may apply.
• The Candidate Profile Letter is generated after successful payment.
• Check the bank and portal payment status before attempting a duplicate payment.

• It is generated after successful registration and fee payment.
• It contains the document-verification venue, date and reporting time when applicable.
• Carry a printed Candidate Profile Letter and payment receipt for verification.
• Obtain and retain the server-generated verification acknowledgement.

• Candidate details must match NTA data.
• Corrections are generally possible only before final payment or submission where the portal permits.
• Editing may be restricted once payment or final submission is completed.
• Category and domicile declarations must be accurate.
• Suppression, misinformation, forged documents or fabricated certificates can result in cancellation.

• Verification before choice filling is mandatory for applicable candidates.
• Attend at the allotted centre, date and time with originals and self-attested copies.
• NRI verification may follow a different process.
• Retain the server-generated successful-verification certificate.
• Final verification occurs again at the allotted college.

• Only eligible and verified candidates can view choices applicable to their route.
• State Quota, Management Quota and NRI candidates see only their applicable choices.
• Place choices in genuine preference order; processing moves downward from the first preference according to merit and availability.
• Choices may be rearranged, moved or deleted before locking.
• Saved but unlocked choices may be auto-locked after the deadline if the official portal provides that facility.
• Locked choices cannot ordinarily be edited.
• Fill every acceptable choice instead of limiting the list to one or two colleges.

• Fresh registration is allowed.
• Registration, payment and verification are completed before choice filling and locking.
• Allotment follows merit, category, eligibility and availability.
• Allotted candidates report to the college and may be asked about willingness for Round 2 upgradation.
• Round 1 surrender may be allowed within the officially notified period without later-round penalties stated for subsequent rounds.

Round 2 may include candidates not allotted in Round 1, admitted candidates who selected willingness for upgradation, Round 1 allotted but non-reported candidates subject to the rules, newly registered eligible candidates, and candidates whose verified status changed but who remain eligible.

• Fresh choices must be filled; do not assume Round 1 choices continue automatically.
• Candidates who surrendered an admitted seat may be excluded according to the official rules.
• Seat surrender after Round 2 admission may lead to forfeiture and removal from later counselling.

• Fresh registration may be permitted.
• Successfully verified but non-allotted candidates may participate.
• Round 2 non-reported candidates may need to pay the counselling fee again.
• Fresh choice filling is required.
• No further upgradation is normally available after joining a Round 3 seat.
• A joined Round 3 seat cannot ordinarily be surrendered during the continuing counselling process.
• A Round 3 non-reported candidate may become ineligible for further rounds.

• Fresh registration may be permitted for otherwise eligible candidates.
• Registered but non-allotted candidates may be eligible.
• Only seats available in the stray round can be considered.
• No upgradation is available.
• Candidates allotted and admitted in the stray round cannot surrender during the counselling process.
• Non-reporting after stray allotment can lead to removal from further counselling.

• Invalid domicile can change State Quota status to non-domicile or Management-only status when otherwise eligible and permitted.
• Invalid category proof can change the candidate to Unreserved only when the Unreserved NEET cut-off is met.
• Invalid PwD proof can change the candidate to non-PwD status when otherwise eligible.
• If the changed status makes the candidate ineligible, candidature or allotment may be cancelled.
• Reinitialisation may require a written request and fresh payment in a subsequent eligible round.
• Such a correction facility may not be available in the stray vacancy round.

• Online allotment is provisional and physical reporting is mandatory.
• Original documents are verified again and required college fees must be paid.
• Original documents may have to be deposited with the college.
• Collect a receipt and system-generated admission letter.
• Failure to report with documents and fees results in non-reporting.

• Unfilled PwD seats may convert to the corresponding parent category subject to the official matrix.
• EWS vacancy may convert according to the notified conversion policy.
• SC, ST and OBC conversion requires compliance with Government reservation rules and approvals.
• SC, ST and OBC reserved seats must not be assumed to convert automatically to Unreserved without the required Government permission.
• Vacant NRI seats may convert to Management Quota only after the applicable approval and procedure.

The 2025 bulletin mentioned certain donor, trust and Central Pool seats outside normal WBMCC online counselling. The availability, institution-wise distribution and nomination procedure for such special seats must be confirmed from the current official notification. The 2025 seat counts must not be assumed for 2026.
