Central vs West Bengal reservation lists for students

Two OBC lists can apply at the same time. The NCBC Central List is used for AIQ, Central institutions and Central Government employment. The West Bengal State List is used for West Bengal State Quota admissions and West Bengal Government employment.

For 15% AIQ, check the NCBC Central List. For 85% West Bengal State Quota, check the West Bengal State List. Never assume that one OBC certificate automatically works for both counselling systems.

Which list applies?

Admissions and jobs use different reservation lists

A community may be present in both lists, one list, or appear with different wording. The certificate and list must match the specific counselling or recruitment route.

Open or unreserved seats are merit seats. Reserved-category candidates can also win open seats through rank without consuming a reserved-category seat.

MCC applies the Central pattern to 15% AIQ seats and many seats contributed by Central institutions. Always check the latest MCC bulletin and institution chapter.

DoPT confirms 15%, 7.5% and 27% for SC, ST and OBC in all-India open-competition direct recruitment. PwBD is handled horizontally.

West Bengal State Quota MBBS/BDS

WBMCC conducts state-level counselling for 85% State Quota MBBS/BDS seats. The final 2026 WBMCC bulletin and seat matrix will control labels, documents and seat counts.

This is for direct recruitment under the current state framework. Promotion, ex-servicemen, sportsperson and exempted-category rules can differ.

Special Central Group C and D local recruitment can use state-wise percentages. For West Bengal, DoPT lists SC 23%, ST 5% and OBC 22% for that specialized local-recruitment table. Do not confuse it with normal all-India open competitive recruitment.

Counts and comparison results

The State List has one entry, "Rai, including Chamling", while the Central List has both "Chamling" and "Rai, including Chamling" as separate entries. That is why the counts cannot be compared by simple subtraction alone.

Wording caution

Four common names need extra checking

Similarity of names is not enough. Certificate wording, exclusions and official counselling formats should be checked before claiming a category.

What students should verify before counselling

Central OBC-NCL certificate

  • Community appears in the NCBC Central List for West Bengal.
  • Certificate states that the candidate belongs to the Non-Creamy Layer.
  • Certificate follows the Government of India or MCC-required format.
  • Issuing authority mentions the relevant Government of India resolution where required.
  • Certificate date and validity match the current MCC bulletin.

West Bengal State OBC certificate

  • Community is among the current 66 State-list classes.
  • Candidate satisfies domicile or state-origin rules for the counselling route.
  • Current NCL certificate is produced where required.
  • Certificate date matches WBMCC or the relevant admission authority instructions.
  • Old OBC-A/OBC-B wording is checked against the current 66-class list before relying on it.

SC, ST, EWS and PwD

  • SC/ST certificate must match the relevant Scheduled Caste or Scheduled Tribe list and competent authority rules.
  • Central EWS and State EWS are separate routes; do not assume certificates are interchangeable.
  • A candidate in the Central OBC list and creamy layer cannot use Central OBC reservation.
  • PwD is horizontal, so a candidate may be UR-PwD, SC-PwD, ST-PwD, OBC-PwD or EWS-PwD.
  • Medical-course PwD eligibility also depends on current NMC/medical-board verification.
